Does this need a different flange?

The pipe doesn’t have a flange wrapped around it supporting its weight. Is it ok to just put down I new ring (notice space between new ring and pipe.

The split flange is slightly too big to slide under and I haven’t seen a similar ring that is smaller.

The split flange is slightly too big to slide under a stay lines up with screw holes, which made me guess that I would have to install as is or fabricate something. I really don’t want to use one of those adapters that screws down into the pipe reducing its diameter
