Can't remove faucet handle

I have a leaky Vapsint brand (?!?!) 2-handled bathroom sink faucet (see photo). I am looking to replace the cold water o-ring and stem washer. I have removed the allen screw, but I can not budge the handle off the fixture. I have lubricated it through the screw hole, and attempted prying it up at the base with a stiff plastic putty knife, with no success.

Any suggestions? Thanks!

If the allen has been removed, all that is left is either a faucet handle puller, or brute force. In all honesty, those are "throw away" faucets. I'd recommend buying a better brand faucet ( Moen, Delta, etc) if you are replacing the insides. Not to mention the base of the handle is already disintegrating.
