Can anyone help me turn off my tankless gas supply valve? Thanks!

Hi everyone, I appreciate you taking your time to read this and thanks in advance for your suggestions. I am attempting to turn off the gas supply to my Noritz 0931m in order to start the descaling procedure, but I'm having difficulty determining how to do this. I've attached links to the setup below. It appears that the lever can simply be turned perpendicular to the pipe by hand, but I tried this and with pliers to no effect, it won't budge. What should I do? Thanks again!

Try turning it 90 degrees in the opposite direction. The handle just has to be horizontal. If you can't budge in either direction, you can loosen (but not remove!) the hex nut on the opposite side which should allow it to turn easier.
 
you should do something about the exposed stainless coming off the bottom of the valve, its not supposed to be exposed as it can rust out, tape it or something. also depending on location CSSt, gastite and the likes are not really supposed to be installed outside.

turning off the valve, try as havasu has said, maybe use a small wrench on the handle to give extra grunt.. this should NOT be a very difficult valve to turn but sometimes they stick in one position or another. if you are smart about not over torqueing on the valve you could use a pipe wrench... carefully.
 
or you could shut the gas off at the meter. If it were me I'd replace that plug cock valve with a wog ( water oil & gas) rated ball valve. Much easier to turn on /shut off and they rarely if ever leak. Now plug cocks on the other hand, Don't get me started.:(
