I was clearing out a slow draining sink, and while plunging the sink the rim around the drain (I think it was called a collar?) broke in half and came off. I guess the questions would be;

Is it safe to use the sink in this condition? I've been avoiding using it just to be safe.

Is this a part that can be replaced or am I looking at replacing the entire drain plug assembly? And how difficult is it for a plumbing novice to handle?

You should replace the entire pip up assembly. It’s not too difficult. Parts will run you about $50 for another Delta Chromed brass drain.
 
This is a very simple replacement. In fact, I just replaced my entire pop up assembly a few weeks ago, to give my sink a fresh, new look. You will need a small container of plumber's putty.
 
Wow, thanks for the quick replies! Yeah, I was thinking the whole assembly would need replacing. Oh well, guess I'll learn something new this week. Thanks again!
 
Success! The new kit was installed in under 30 minutes and no leaks! The only issue was that the collar thing inside the basin is somewhat smaller than the original, but I'll take function over form any day. And now I have the benefit of knowing how the parts fit together, which will make clearing out all of my wife's trapped hair so much easier.
