apartment with no running water

Good Afternoon,

I would like to ask for advice related to a plumbing problem that has left me and two professional plumbers stumped.

I live in a 2 apartment building. My neighbor across the hall and I both have the same studio apartments, and there is a retail sandwich shop on the ground floor and basement below.

For about a month and a half, we've both experienced problems with the running water shutting off on all of our faucets, everything, in both his and my apartments. For the previous 7 months, neither of us had this problem.

Typically the water will be off in the morning (7 am) when I wake up to leave for work. The water will resume working between the evening hours (6pm - 10pm) and then shut off again in the middle of the night. This has been happening everyday for the past month and a half. When I say the water turns off, I mean that no taps work in either apartment. There is no running water. I can turn on the taps but no water comes out.

The landlord has hired 2 different plumbers to diagnose the problem and neither can.

As a work around, I've noticed that, when I actually have running water, if I leave the kitchen sink at a drip when I go to bed at night, I have running water in the morning. If I leave the sink off at night, I will not have running water in the morning.

So for the past two weeks I haven't shut off the kitchen sink and both my neighbor and I have had running water without problems. Over new years eve though I had a family member crash on my couch and she turned off the dripping kitchen faucet by mistake. Like clockwork, after the faucet being turned off for a continuous time, the water stopped running in my apartment and my neighbors for approximately 6 hours before coming back on again.

It's frustrating to deal with. I believe that there must be air in the pipes preventing the flow, but I'm not qualified. Both plumbers have ruled this out though. I told my landlord that I'm not paying rent until it's fixed. But at the same time they been proactive in getting plumbers on site, they just haven't been able to diagnose and repair the problem.

As a last resort, I'm here to ask if any of you have experienced a similar problem and can offer advice
 
Good point. I went downstairs and asked the people at Subway and they haven't.
 
Does subway have an automatic solenoid valve tied into the alarm and watermain?
 
I'm not sure if they have a solenoid valve. I can mention it to the plumber. In your opinion, would that prevent the water from running if any of the faucets are turned off for more than an hour?
