Any reason to clean out a new water heater?

This is likely to be a stupid question. I have a rental property and the management company sent out a service call and they are charging me for cleaning the water heater. The heater is brand new. It was installed about 1.5 months ago before the tenant moved in. Can anyone tell me if there is any likely reason to justify this on a new water heater. Plumbing is also new since my pipes were stolen previously.
 
I see no reason for cleaning it out, but if you live in a colder climate, I could see draining the lines if the residence was unoccupied for awhile. Other than that, they probably also offer a routine tire air replacement for a small charge.
 
Unless there is a LOT of sediment in your water supply, I can't see how a month and a half old water heater would need a cleaning.

But it is wise to flush tank type water heaters every so often to remove the sediment that does build up over time. Perhaps the service plumber who came out does that as part of an overall package whenever they work on a water heater?

I am wondering if the water heater need cleaning due to too much flux was used when the stolen pipes was replaced.(assuming the piping is copper)
