Add washing machine hookup away from plumbing riser in high-rise apartment

I'm in the market for a new apartment in NYC, where having a washer/dryer in your apartment is highly desirable. Some of the apartments listed are in buildings that allow washer/dryer hookups, but I would like to know if it is possible to add a washer hookup, when the location is not directly adjacent to the plumbing riser.

I have attached a floor plan of such a scenario, where I would have to route hot and cold water lines and a drain pipe around a bathroom.

These apartment buildings all tend to have concrete slab floors, so you can't go underneath.

And yes, there will be a problem with venting the dryer; a condenser dryer is the only viable choice and I know they don't work very well.

If it's possible, any idea how much I might expect to pay a licensed plumber/contractor for this kind of work, including opening up and patching up the walls?

I think your best bet is to go with a portable washer that connects to the kitchen sink.
 
Switch the laundry and the dryer location, pull the bathtub and pad the wall behind, then run the piping in that wall over to the plumbing riser. No idea how much that would cost in NYC, but it wouldn't be cheap anywhere.
 
If the apartment complex units are stacked , the wall between the baths could have tons of plumbing, which could be a problem. ( not saying that it will be a problem, but could be a problem)
 
Thanks very much for your help, everyone. It sounds like I should be very circumspect when considering apartments that do not already have a washer hookup.
