3/4 inch PEX A pipe through Cinder Block

I need to pass 3/4 inch PEX A pipe through a cinder block foundation wall, is drilling a 1 1/8 inch hole sufficient? Do I need to use an insulator around the pipe as it goes through the cinder block to prevent damage to the pipe from friction or movement?
 
I’d sleeve it with 1” pex and drill a 1.25” hole through the wall. The OD of 1” pex is 1 1/8”

I like the idea of this, but the OD of 3/4 inch PEX A is at least 0.875 (possibly more with the compression ring) which would not fit in the 1 inch PEX A (ID of 0.875)
