Water Supply Line

The supply line that brings cold water to my washer does not have adequate water coming out of the water valve. In the past, when there was an issue with water flow in the washer, I cleaned the screen and problem was solved. When I did that today, the screen was clean, so I worked backwards. The issue is the water coming from the water valve. Hot water side is working just fine. Any ideas?

What type of valve is it, quarter turn ball valve or gate valve? Maybe the valve needs to be replaced.
