Water pressure regulator and hose bib ID

Question 1
I am fairly certain I need to replace the water pressure regulator/valve for my house. I used a pressure gauge on my hose bib and it was over 100 PSI (I am on a hill that I guess can require higher pressure from the public water agency?).

I plan to have a plumber do the job but wanted to get an idea of the parts price. But when I looked at my current setup, there are several parts to it. Don't know if you can see the photo in the link, but there is (from the street) an inverted water pressure reducing valve (Wilkins 500a), then a brass y-strainer (Wilkins 100), then a reduced pressure assembly (Wilkins 975 rp). Do I need all of these again? This house was a model home so I don't know if it was watering all of the homes (my security system was wired to other homes). It was probably installed in the 90's

Question 2

I have a leaky hose bib, but think it might be permanently attached to the supply line? It had a leaking, rusted backflow preventer (not just the normal pressure relief when I turned it off) I finally got off, but it also leaks out the handle stem. Are my only choices to have it cut off and a new one put on, or can I replace the top bit with the handle (looks like it might unscrew, but rusted)? Here is a picture of it
