Water in bowl rises before flushing

My home inspetor noted that the water level in the toilet bowl raises a couple of inches prior to flushing down the drain. It always flushes with no overflow but he is concerned that the water level rises in the bowl prior to flushing. I changed all the parts on the inside of the tank but no luck.

Any help or ideas would be appreciated.

If this is an older toilet I would not be to concerned if it seems to flush okay.
That's normal for some types of older toilets.

If we replaced the toilet bowl and tank do you think this problem would go away? Thanks

As David said it's not a problem. Your inspector doesn't understand how a older 3 gallon toilet flushes as compared to a newer 1.6 gallon toilet.

Your inspector sounds like he needs to go back to school. Older toilets relied on pure volume of water to flush, where newer toilets are designed more intelligently.

In a lot of older toilets, the water would enter the bowl faster than it could be expelled. Even as the water level is rising, water is draining.

So sure you could replace your toilet if you wanted, you would even save on the water bill, but that is entirely up to you.
