I live in a house built that is approximately 130 years old. Sewer pipes are old cast iron.toilet bowl empties slow. It fills excessively before draining. Only happens when near freezing Live in iowa where it gets extremely cold.pipes going to city sewer are an old clay tile and cardboard type. Had a backup a few years ago with raw sewage mix with pieces of cardboard. Help please.
 
Your fix is to contact a local plumber/drain cleaning service and one with camera services so they can verify the condition of your piping.
 
sound to me like a blocked main vent pipe caused by ice forming on the vent just after it goes through the roof. we get a lot of that in canada so our code says you must to to a 4 inch pipe as it goes through the roof . I will bet any time you run water anywhere in the house you siphon out the bowl .
