Water heater is leaking

Hi, my 40 Gal Reliance 606 Gas water heater is 15 years 6 months old, it never went wrong over the years, but yesterday it started to leak, please see the photos. I contacted a plumber, he suggested replacing it and the cost is $1740. The breakdown cost for water heater and installation together is $1600, add 2 safety belts is $70, and connect a metal tube to the float switch is $70. He is going to replace a 40 Gal Bradford White water heater (no idea which model).

Is this a reasonable price to replace a water heater? Many thanks.
