Water Heater Hot and Cold Question

In this water heater, why is it that the cold (in) is on the bottom and the hot (out) is on the top? That doesn't make sense, because it seems that hot water was left running awhile it would take all the hot off the top.

I'm obviously wrong, but need someone to tell me that.

I am going to say that if it was reversed, then the cold water would come in from the top and sink to the bottom, during which time it would run out the bottom (hot) outlet.
 
For Most water heaters that have cold and hot nipples on top .cold water has a tube that takes the water straight to the bottom
