Turning water heater off for four months going to florida

Recently finished a call where a customer goes to Florida for the winter months here in buffalo. What do people do when they leave for this amount of time with there water heaters? Will the water not grow stagnant if you were to shut the gas off?

Yes, I would think they isolate the water, power, and fuel source then fill and flush before they come back
 
Maybe even winterize in case the heat went off. If there on a boiler system you'll have to leave
the water on to it.
