Tub drain won't tighten

Hi! First time here and glad to have found you.

We've been trying to get our tub drain changed out. After several challenges, we have the old drain out and are ready to install the new one. It goes in, feels like it's going to tighten, but then doesn't. It just keeps spinning. It's attached to the shoe (you can't just pull it out and you can feel that it is attached), but is not flush with the tub and doesn't get tight, as I said. The only way to get to the shoe will be to make a hole in the floor or exterior wall, so I'm really hoping to avoid that. Do you think we can just put some caulking or something on the drain to affix it to the tub? Any other ideas?

not all tub drain shoes are the same. Threads are different on some. there is a thread some here on that same topic. I'll see if I can find it
 
So, I looked at this closer and there is some kind of collar on the shoe. That is what we are screwing the draining into and it turns freely. I'm assuming its something to prevent overturning and stripping, but still leaves us with the issue of it not going flush to the tub and not sealing. I'm going to head up to the hardware store and see what they say.
