Toilet with Ecoflush B8100 tank has a very weak flush

Currently living in an apartment with a toilet that has a very weak flush. Can't even get a piece of toilet paper down unless I flush about 10 times, then the flush seems to "catch". 15 minutes later it will be back to a weak flush.

As the title says, it's an EcoFlush 8100. And I have tried flushing up and down, it's consistently weak.

I have called maintenance and they are absolutely incompetent or unwilling to fix it properly, so I'm willing to shell out a few BONES to fix it myself. But I feel like I've exhausted all options except for replacing the tank, so I wanted an opinion of someone with more experience and new ideas.

Here's what I've tried.

- Lines aren't kinked

- I scrubbed the bowl rim holes pretty well, they look clean to me.

- I cleaned the debris filter.

What do you guys think? I'm not against buying a new tank or parts.
 
Speaking as a former landlord, the property owner has a *duty* to provide safe and sanitary housing. Toilet that doesn't flush properly does not meet code.

If maintenance people can't/won't perform, write the management agent (certified mail, return receipt requested -- and by regular mail) noting (a) problem was reported, but there has been no resolution of problem, and (b) that you will send notice to local building inspection department of (city? town?, county?, township? whichever applies) about your plumbing problem, and your fears that the toilet will not empty at all, or backup onto floor, unless management takes care of plumbing problem PDQ (!).
I promise you will get quick action.

Note also, if you were to DIY or hire a plumber, and then scr@w things up, you're on the hook, if management has same bad outcome, it's their problem and their $$$. You're paying for service in your rent, always a good idea to get what you've paid for.

BTW.... sounds to me like there's an obstruction in the waste line. Snake it, or remove toilet & then snake the line. (I'm guessing someone has tried to use a plunger/force cup)
