My toilet flushes sometimes but not always. One out of 8 or 10 flushes is normal but the other times it partially flushes. There seems to be adequate water flowing into the bowl. I have checked the small holes underneath the rim and they are flowing fine. I have snaked it numerous times with no change in performance and when I dump a bucket of water into the bowl it goes down just fine. It is an older toilet and I do have hard water but everything else in the house drains just fine. Any advice or suggestions are greatly appreciated.
 
Is the water in the tank at the full line . If so, then if you poured a bucket of water down and it goes down
good then your not getting enough water from the tank to the bowl. Is there a place at the bottom of the
bowl where water comes out as they get partially plugged. Maybe time to replace toilet.
 
Some toilets require a ballcock with a high refill rate bowl refill.

What brand toilet ? take pics of the inside of the tank.

To test, slowly pour a quart of water into the bowl after you’ve flushed and the toilet has refilled and stopped.

Then try flushing.
