Toilet pump runs, but no leakage into bowl

Hi, I'm having what I thought was a phantom flush: My toilet pump runs intermittently throughout the day. But I couldn't see ripples in the bowl from water running in, so I tried the food coloring in the tank trick. I still don't see the water running into the bowl, but there's a faint bit of color coming through the small bottom hole toward the front of the toilet (Jet hole, I think?). Is that still a problem with the flapper most likely? Thanks!

yes flapper or over flow.

How high is the watering the tank should be about 1/2 or so below the plastic tube how far does the small black tube stick into the over flow tube????
