Toilet not flushing properly after trying to install new mechanism

I tried to fix a toilet by getting a whole new mechanism, but it now flushes very weakly, and when the bowl is empty, does a couple more semi-flushes before it completes. It seems that maybe the water doesn't come in fast enough now to do a proper flush, and with the flapper still open, the water continues to come in causing the secondary flushes.

I am wondering if I got the wrong parts, or if I just haven't managed to get things adjusted things right (I feel like I've tried everything).

Any ideas?
 
Replace the flapper as John stated or lower the water level in the tank to get the 1.6 gal flush.
