Here's the deal.

Toilet is stopped up. I flush and it acts like it is about to drain and some of it may drain but not all.

I use a plunger and pump down a few times and then flush. Toilet flushes perfectly. It may even flush once or twice more with no problem but then again I have to use the plunger to get it going again.

It's like whatever has it stopped up gets pushed out of the way for a flush or two but gets sucked back and stopping it up again.

Any help would be appreciated.

I have a similar at my house, but my toilets are back to back between walls. If I flush the other toilet, the clog will clear.
 
You have something in the toilet. Paper and solids build up on it causing a stoppage. When you plunge the toilet you remove the paper but the object is still there to hang up the paper again. You need a toilet auger to remove what ever is in the toilet.

a bidet is not a toilet, and something must be very wedged in the s trap of the toilet to warrant installing a new one.
 
Your Toilet drain pipe is clogged by some solid material, use high pressure water to flush. After that problem will not solve then call a septic services expert.
 
Could be something blocking the main jet in the toilet. Believe it or not but I have pulled plastic china caps out of kohler flush jets on several occasions.
