The WH TET air pressure needs to be set @ house pressure.
Turn off WH momentarily so you will get an accurate WP reading (stabilized). If heating, it may cause a thermal expansion event and the air pressure setting won't be correct.
As frodo asked, do you have a PRV to stabilize incoming WP?
I do not believe I do. Someone from the water District came over and said the water pressure was normal. Apparently he tested it when I was at work, fiance was home. He then said it was the expansion tank. It was full of water... very cloudy water.
