The pump operates on the level in the sump. It may "cycle" on and off, but that is not because it is on a timer, it is because the water level in the sump rises turning on the pump and then shuts off when a low level is reached.
Do you know where the pump discharge goes? If needs to be pumped away from the foundation a goodly distance. I've seen systems where a homeowner just pumps the water outside the foundation wall, it then soaks down to the rock under the foundation back into the dewatering piping and flows back to the sump to be pumped out again.
If the discharge is a goodly distance away, then the sump and pump are working correctly. I'm assuming this pump doesn't cycle of every 45 minutes or so 24-7 and all year long. If it does, you must have a spring under your foundation.
