Suggestions on how to repair a 30 year old Main Shut off valve for an 8 unit apartment building

Does anybody know if I can just change the washer in this shut-off valve or do I need to change out the whole shut off valve?

You have not stated what the problem is with that valve.

Meanwhile, it looks like a gate valve, so there is no simple washer to replace.
There is a thick metal disk that slides across the opening to control water flow.

If the problem is just a small drip from the handle stem, you can tighten the small nut right near the handle, which should fix that.

To do any other work on the valve to repair or replace, you will likely need to have the city turn off their service valve, which will let you (or better yet a qualified plumber) open up or remove that valve, with the water supply off.
 
That looks like a soldered valve. You should probably call in a plumber and put in a pro press valve so the water
won't be off for a long time..

Do you know if that valve is the incoming service from the water dept. or going out to an irrigation system?
