Strange sound when water is running

I have a relatively new home with a gas water heater and an expansion tank < 3 years. When the water is running, like for a shower or washing machine, a strange sound comes from cold pipe just above my water heater. Partially closing the value makes it go away. I have looked up typical sound issues and can't find something that matches this sound. I posted a video rather than try to describe it. Any help would be much appreciated!. Thank you!
 
I think I would run the water and follow the pipe from the water heater back with your hand feeling for vibrations or
Rubbing against something
Did that. It really seems to be coming from the valve itself - or very near by. Could a bad valve be the issue?

Nope and its pex for most of the run after the valve too. I am not really familiar with expansion tanks. if you shut the mains off is there anything you need to do with the expansion tanks - like bleed the air out of them or something? Seems like more than a coincidence that the sound happens between the valve and the expansion tank.
 
for the time being, it seems to have stopped. Possibly some air in the system? - which seems strange because it went on for over a week. Anyway, thanks all for the suggestions.
 
If I had that problem and I didn't feel like fixing it, I would close the valve just enough so the noise stops. I had a similar problem on a toilet shutoff valve. Pretty noisy while water flowed through the valve, so I began closing it until the noise stopped. Didn't have to close it very much either.
