stiff lav handle

Amer Standard 2881. Cold water faucet is stiff. Take apart vinegar clean and silicon grease I assume. But what should be greased?
O ring, cartridge threads and/or handle.

I replace the cartridges completely.

Grease the new ones grease thread connections, and we're the handle goes yeh it's plastic do it anyway
