Shower Drain Flange Rusted Bolts

Hello, I'm remodeling a shower and the cast iron drain flange is badly rusted. The bolts snapped off when I was removing the top half of the flange and now I have broken bolts stuck in the bottom half of the flange.

Do I:

1) Try removing the rusted bolts

2) Break into the concrete floor and remove bottom half of flange

3) Another Solution

Break the slab out and replace the ptrap and everything above it.

That’s the minimum.
