I took the handle off and tried a bit to unscrew the collar, did not budge. Do I just hammer away until it loosens and I can unscrew it or can I possibly do damage? Small leak so planning to replace the cartridge (and new handle) if I can get to it. Thanks in advance.

Severe and terminal damage can occur if you just put channel locks on and try to unscrew the cap because of the way it is made.
look up Delta old style cap removal on youtube and see if you can learn some techniques. you will need to remove the plate. and don't bother with penetrating oil...doesn't work, ever.
 
Delta spring and washer kit should do the trick. Turn off water at integral stops or shut off main water before you do anything. Next spray that thing down with wd40 very generously and give it 10 mins to work. When you loosen it up just go slowly if the whole valve turns stop immediately. Those have three thing copper tube's behind the shower valve body. If those break you will need a new shower valve.

WD40 displaces water. If anything, use PB Blaster, since it is designed to penetrate.
Project Farm on youtube have done bench tests comparing penetrating products on RUST...really my memory was that none do much at all. Gentle heating is better performing than even the best tested which was Liquid Wrench penetrating oil in one test set and Seafoam and also CRC in the next set of test. Brake fluid performed equally well.
There is no rust involved in a shower valve
