Should my hot water heater be leaking like this?

Just noticed this connection is leaking out hot water from a few points, where the teflon is and where the black arrow cap is in the center.
Is this normal release or should I be worried?

No matter where you live, piping should not leak. That looks like flared fittings, which we RARELY use in USA.
That fitting might just need tightening...use two wrenches and don't overtighten.

So its actually the mixing valve that is leaking, that black cap between the 2 outlets.
I powered off the unit lastnight before I went to bed, and then I turned it back on when I woke up this morning.
I gave the mixing valve a little tap to secure the leak better, of which worked, only a little leak coming out after that.
However, now the boiler wont start...
I'm not sure why.

I'm fairly sure when I started the unit this morning I heard the boiler start.

Now that there is no pressure in the unit, there is no leak present. Also no hot water...

Any thoughts?

I am confused by a number of things:

You see the mixing valve is the black cap, but it looks like the mixing valve has a blue cap.

What is the knob between the cold water inlet in the hot water outlet that is numbered from one to five?

Is this a gas-fired appliance? it may not start up yes the water was dripping into its control system.
 
That black knob or cap of which you speak is probably the temperature control mechanism and, if water is flooding out of that thing, the control mechanism is probably soaked and damaged. If it were me I'd call in a professional or Skippy the Bush Kangaroo. Skippy can fix anything!
