Screeching Shower

I am in an apartment and when I or one of the other neighbors run the shower it makes this horrifying screech, but not every time. The management company says a plumber can come Dec 16. Can I fix this on my own? Im sleep with earplugs in when the neighbor showers at 5am. Video attached.

I'm curious if your valves can be manipulated to stop that squeal?
Also, if you remove that shower head, does the noise continue?
Have you had recent plumbing work done? Could it be sediment in the shower head?
 
Does the noise occur if the water is turned down a bit? The shower head itself could be causing the screech. Shower heads come with a water restrictor (sometimes called a flow limiter) inside the head. If the restrictor is missing, it could very well be the source of the noise. Ask me how I know...
