Roughed in Vent/Drain for sink?

I'm trying to DIY finish a basement bathroom that was roughed in by the house builders a few years ago. What I was stuck on was the vent/drain for the bathroom sink. The sink will be located on a shared wall with the laundry utility sink on the opposite side. At first I wondered if I would be tying the drain into the same drain, but that didn't seem right. Then I noticed a separate vent pipe that had a random sanitary T coming off it and going nowhere. I'm now assuming this is the roughed in vent connection and drain for the bathroom sink I want to install. Can anyone confirm this?

As for the cold and hot water connections, can I just tie those in with the existing lines going to the opposite sink?
