Replaced shut off, hose spigot still leaking

I shut off my hose for the winter. A week later I noticed its dripping and ice is forming on the ground. I figured the shut off valve inside was bad and replaced it. The new valve is in place and the spigot is still dripping. What now?
Thanks for any help here. I'm an absolute novice and am pretty perplexed. I dont know where the water is coming from.
 
Is there any way you could post up a few pics for us? Was the valve threaded, soldered, crimped? Was it defective?

Are you certain the valve you replaced is the valve necessary to shut off the spigot?

Yes, I'm a bit confused.
