I am replacing a toilet that had been fitted on an etched, concrete floor. Neither the floor nor the flange are level, both are about 1/4" low on right side as looking at the wall.
Is this going to be a problem? I am thinking that since they are about the same, the toilet when sitting on the floor will be putting even pressure on the wax ring.
Do I need to worry?flange.jpg

With out the wax installed set the toilet in place it should set firmilly with out any side to side or front to back rocking.
Old school I used to flatten pcs of copper or stack a few pennies to make shims. Now I use plastic wedges. Don't use wooden wedges.
set the wedges until you are satiefied with how the toilet sits.
Then carefuly lift it an set your wax ring. Bolt it down, hook it up and flush it several times to check for leaks.
Normaly you would then caulk the base but I would grout the base with mortar and the stain it.

On rare occasions Like in a pool house restroom with concrete floors.
A floor drain was very close to the bowl with a radical slope to the drain.
I had almost an inch of drop under the front edge of the toilet.
I used mortar mix and some rapid set concrete to support the base.
