Question about venting

Hello experts,

I am going to widen the kitchen window and to be able to do this I need to move a venting pipe. The existing pipe has a section that goes down into the floor but it is simply capped right under the floor (Please see the picture below). Does it have a purpose?

Looks as if it may have been roughed in for a double bowl sink?
 
Only a 2x6 header? It appears to be a vent for below and above.

It is what it is... Do you mean it is not strong enough? The house was built 30 years ago...

Below it is capped. Above there is a bedroom and I doubt anything else is connected to it. The nearest bathroom upstairs is 10 feet away.
 
For exterior wall minimum of 2x8, now days anything new is 2x10. I hear ya, its how they built em !!
