Push-fit leaking

I have a faucet outside that looks like a normal outdoor faucet, except it has a plastic cap on top. I unscrewed the cap and tried to insert a quick-connect tube (looks like a plastic straw) into what looks like a Push-fit connector. There was a spray of water at first until I inserted it further. Now, no water comes from that push-fit connector and it always has a slow water leak. The white "ball" that is surrounded by the black, round part also appears to be a bit loose. How can I fix this? Is replacing the entire faucet necessary?

Text on side says: ASSE 1019-A.

Oops, not a quick-connect tube, but anti-frost component that looks like a quick-connect fitting.

What you have removed was the cap to the vacuum breaker on the frost-free hose bib. It is not designed as a water supply and I would recommend putting the cap back on.
