Building department would tell you yes. They want the permit fees.
But you really don't need a permit for every repair. Government inspectors are not really quality control. Their interest is to make sure their rule book is followed. If they are modifying something major, like a gas system, that may become hazardous then a permit might be in order. We used to pull a permit for every water heater replaced but stopped and only do when requested by owner. Most customers if given the choice opt out from paying for a permit.
If the company you hire has a good rep and does work the right way then why get the Government involved. They just muttle it up for you ,sometimes.
