Outside hose bib not working

Last winter I made a big mistake and left the hose hooked up to the hose bib. Now when I turn the water on I'm getting barely a trickle. However when I look inside the basement , where the pipe comes into the basement there isn't any water leaking where the pipe goes through the wall. Also, I can't hear any sound of water running ? Any ideas? Thanks
 
If it is the type of hosebib that I usually see, my guess is that a washer has come off of the stem inside the hosebib and is not allowing the water to flow through. If it a frost free hosebib, I don't have any experience with them, so can't comment.
 
If it is a typical frostproof valve and you can turn the handle, then you might want to take a look inside it. The actual valve is inside the house, at the far end of the valve body. The handle turns a long shaft connected to a standard faucet washer. Turn off the water to the house and remove the stem by loosening the big nut on the stem with a wrench or channel locks. The handle and shaft should unscrew and pull out. See if the washer is still screwed to the end of the shaft. The screw might have come out or rusted out and the washer could be stuck on the seat way up inside the valve.
