Old Tap and Spindle

Hi I have this old spindle which is for cold water mains in the bathroom, I don't care too much what the tap looks like but currently I don't have one and the spindle is seized in the wall but still works fine. I just want a functional plain looking tap on it and i want to avoid replacing spindle. Does anyone know what this spindle is called? and secondly where I might be able to get a tap for it from?

Alternatively if my only option is replacing spindle, need some cheap advice to get it out of the wall...lol.
