I hate to be nit-picky, but...

I installed a 1/4-turn valve on the input to my toilet tank. If I turn the valve more than halfway on something within the fill valve inside the tank makes a rushing noise that drives me crazy. Turning the valve back from full on to 1/2 on stops the noise and the toilet fills nicely, but it takes twice as long to refill the tank. I've tried replacing the fill valve inside the tank but that doesn't fix the noise. What could be wrong?
 
You probably just have high water pressure, leave it half closed.
It also is less likely to flood that way, in the event that the fill valve sticks and keeps filling forever, the overflow tube will be less likely to be overwhelmed.
