Gas Water Heater not filling with water

i drained my water heater to do the routine maintenance. When i finished i attempted to refill the water heater. The water will only fill for maybe 2 minutes then stops filling.

when i have the water valve open it does supply water to the hot side with good pressure just (cold) but doesn't fill.

checked Pressure 55 PSI, changed water, turned off water to home opened all faucets. tried to fill water heater with a water hose still wont fill. I am stuck and hope someone could help me out with some suggestions on what to try next! thank you in advanced.
 
Sounds like it could.be the pipe work. Give us some photos of the set-up around the water heater and where your water service enters the property.

I'm not understanding these statements. As Twowaxhack said, you need to open a hot water faucet to be able to fill the water heater which you said you did in list of things you tried. But not sure what you meant when you "changed the water", or "turned off water to home", or how you "tried to fill water heater with a water hose". Are you getting water out of the hot water faucets? If you are and if you don't have any cross connections, your water heater is full. What is the size of your water heater?
