I live on the third floor (top most). All the water is used up by people on the ground, first and second floor. Is there a way to use a pump to suck water through the tap so that water enters the top floor first before it goes down?
No water for the top floor.

maybe start by checking the water pressure at 1st floor and then the 3rd.
what size is the main water service to the building?
suction pump ? none that I know of. they have booster pump systems for lower water pressure systems.
