No water coming out of hot water side

I replaced the electric water heater for the first time in a rental. Everything is hooked up but I have no water period coming out of any hot water faucets. I turned them all on for about 20 minutes but still nothing. Also when you feel the hot water flex pipe coming out, you can feel cold water in it. Bought the water heater used and was told it needed a new top element which I also replaced. I understand that I probably need to replace the bottom element as well now but what I don't get is why there is no water coming out of the hot water faucets and how to fix it. Thanks for any suggestions in advance.
 
Turn the cold water valve on to the water heater. Open a hot faucet to let the air out.

If you’re not getting cold water to the water heater then your stop valve must be inoperable.
 
It’s not a good idea to install used water heaters from one address to another.

There’s no telling what was in that old water heater 🤦‍♂️

Opened the hot water faucets (3) for two hours yesterday and no water ever came out. I'm getting cold water in and I can also feel cold water coming out of the top of the water heater when I grab the hot water pipe... which is why I think I need to replace the bottom element. How would you recommend clearing the hot water line of any possible air blocks? Thanks
 
If you can feel cold water exiting the water heater and no water is coming out of the hot water faucets ....

Then I can’t explain that other than you have a significant leak somewhere. So bad of a leak it’s maxing out the available water flow.

Take a few aerators off your faucets. You probably sent a bunch of sediment downstream.
