No cold water in both bathrooms

Temp got down to zero last night. This morning no cold water in either bathroom. House is on a slab. Bathroom water supplies on interior walls. Hot water is fine. Cold water is at kitchen sink which is an exterior wall and at laundry next to water inlet. All water except outside spigots flow through a water softener. Toilets will fill with warm water when hot water handle is open and hot water flows at sink. Normally takes a long time to get warm water at MBR sink even after hot shower 4 feet away. Built in 75. Looks like supply lines are 1/2 in. Just had a plumber here who charged me $75 but had no idea why we don't have cold water to the bathrooms. Any ideas?
 
Problem partially solved. When I turned on the outside faucet, the cold water in both bathrooms started flowing again. Shut off faucet, still good. Why would that faucet cause that problem? Indiana.
