New water heater temp

Hi all. I just swapped out an old electric AO Smith water heater for a new electric Richmond a week ago. Water was just warm so I turned up the upper and lower thermostats. The water turned hotter but it's only hot for a few seconds before it turns warm. It does not turn cold, but rather stays warm. This happens at my kitchen faucet, bathroom faucet and shower faucet. Anybody have any ideas regarding this?

You might want to check the dip tube on the cold side and make sure it didn't come off during shipment.
 
You had this same problem a few months ago and you corrected it by removing a valve that connected your hot and cold water pipe together.

Make sure your piping is correct.
 
I didn't think we messed with the routing of the pipes down there but I suddenly remembered that we did just a little bit. I am now back to normal, so far. Thank you.
