New Reliance Water Heater Not Working

Purchased a Reliance water heater model 6-40-NOCT 400 on 9/13/22. Installed without any problems in a rental unit for a single mom. However, the heater does not work. Problem is the pilot light will light and stay lit, but the gas valve status light never blinks no matter how long you hold the pilot on. Called Reliance and they said to use the reset button which I tried. The button does not work. Called Reliance again and they said it must be the gas valve. They sent a new valve and I installed yesterday. Still have the same problem. Reliance is located in Tennessee and not open on weekends.
 
Next water heater purchase will be Rheem. Except Reliance is an A O Smith brand, and I replaced a 17 year old A O Smith with a Reliance.
 
Any water heater service person carries a millivolt tester and in two minutes, check the output of the thermocouple.
If the pilot light will not stay lit, we check for mv, if there is not proper mv, then the problem is thermocouple.
Some WH have thermal cutoffs, some have air cutoff fuses that prevents fire once the fuse is triggered.
 
Reliance is now sending out the complete burner assembly which includes the thermopile unit.
 
Reliance didn't send the complete burner assembly, just the thermopile. Was not able to use the Ohm meter on the thermopile because the pilot would not light. I did test the thermal switch and it was not the problem. Went ahead and replaced the thermopile which was not to difficult. Fired up the water heater and now it is working just fine. Thanks for everyone's help.
