New Pex install woes

I hired a plumber for my guest house install of all the plumbing. Decided against doing it myself because I wanted it to be done right. Unfortunately I am not sure my plumber knows what he is doing. In the pics I show he drilled all these holes through the wall supports to run the pex pipe, then took it all back out and ran it outside the wall instead. The washer drain is sticking out of the wall because he put the trap too close and it was hitting the main drain. Then he replaced pex pipe going to the hot water heater he had installed in the wall, and replaced it with pvc running outside the wall. I can’t Sheetrock this wall now with it running like this. Am I over reacting here, or does this look like a bad job. I am paying thousands of dollars here, and I would expect it to be better. Any experienced feedback would be appreciated.

Call this hack back....not to fix all that garbage but to get your money back. None of that is acceptable.
 
is there a permit on the job...building inspector won't like
all those holes plus you can't Sheetrock never mind the plumbing
inspector call inspectional services
