Need to reconnect water heater

Funny story but my cat got stuck behind the water heater (under the counter type smallish electric) and I had to turn off the water main and cut the lines with a set of bypass shears to get him out. He’s free and fine thankfully but I’m trying to figure out what all I need to fix this

That is a "sharkbite" push fit connector.
You should call a plumber.

I would, if I weren’t super broke(not just being cheap I’m a disabled vet and once the bills are paid I’m left with $200 to feed me and the cats for the month). I think I’ve figured out the parts I need and got em waiting for me at lowes, does this look right? I have a wrench 🤷🏻‍♂️🤦‍♂️

You’ll need to make straight clean cuts in the plastic. Cheap PVC cutter is ideal.
You will also need to remove that shark bite on the copper side…that will be tricky. We have a tool to remove that shark bite, looks like tongs, because you need to both depress the brown plastic back into the fitting while also pulling off of the pipe.
 
Update, ended up getting the handyman my mom uses to come by and take care of it since he was already doing a job for her, very reasonable with his price too, about the same as all the wrong stuff in my lowes shopping cart. Really nice dude too, took him maybe 20 minutes.
