I have closed the house for the winter. I have drained the pipes and water heater etc.
I am worried about the main water pipe coming from the city is about 3-4 feet to the cut off valve in the basement. Normally there is not much heat is in the basement and the pipe looks pretty solid.
What are the chances it can burst? I am in Orillia, Ontario -20 and sometimes -30 is normal.

What are the chances it can burst? Are you going to Las Vegas?

I honestly am having a hard time coming to grips with your question. Let me drink a few more cups of coffee before I respond further.

I keep my out of town house at 55 when I'm not there and I am paranoid about freezing pipes. And it only gets to about 0 there.

HOLD ON ....
if you are going to turn the heat off, couple more things you need to do
pour a cup of antifreeze in each sink, comode, tub shower and washing machine stand pipe

disconnect the washingmachine and blow the water out of the pump
same with the dishwasher
trun off and disconnect the water line to the icemaker...remove the filter
