Magic hot water handle

My shower hot water handle is slowly turning on it's own causing the water to get hotter. I replaced the stem. It did not correct the problem.
My only thought is that I recently replaced my water heater with the result that my hot water is hotter. What is causing my hot stem to turn on it's own?

Thermal expansion of soft bibb washer. Replace with a hard fiber bibb washer. ( works only if the problem shows up by turning on from off.) If the problem shows up while showering try tightening stem packing to slightly increase force needed to turn on hot.

Thanks to Nukedaddy's prompt response, my problem is solved. I applied teflon thread tape to the stem and was able to take a normal scald free shower. Thanks Nukedaddy.
