Leak indicator spinning backwards

The leak indicator on the water meter will spin backwards 1/2 turn or so. Is this normal?
We have low water pressure after a leak we fixed and the water company is reluctant to check the meter for problems.

Yes it will spin backwards as you described. It's caused by a drop in pressure in the city main during high demand periods.
